What defines maximum wait time versus over target?

Maximum wait time currently refers to Slaintecare targets (15 months for OPS, 9 months for IPCD/GI Scope). Over-target refers to clinical priority (Urgent/Semi-Urgent/Routine)

Only the charts that come from Waiting List - Slaintecare Maximum Wait Times refer to Slaintecare targets. All other components use the clinical priority times frames for urgent, semi-urgent, and routine.
